untrack unused android sdk version locked packages
untrack binary repacks

these can be trivially packaged locally downloading roughly the same
amount of data, usually even without needs of a helper and plain makepkg
is enough, and with few computation power required when configured
properly (not compressing packages for local use)

these also typically takes lots of storage to be self-contained, wasting
our resources

also not a fan of non-free software

android stuff is a little bit different, it acts as a cache for
android-autobuilds providing values on internal usage
